He was born in Peran, the country’s northern maritime hub, to a dockworker father and a schoolteacher mother. Growing up in the narrow valleys outside the city, Becker developed a strong sense of discipline through both sports clubs and local reserve training programs that were common in the coastal villages. After completing military service in the early 1990s, he studied political science and security studies at the University of Peran while working as a civil defense instructor. Becker entered politics through city council positions in Peran, advocating for infrastructure security and coastal rescue coordination.
